MOSCOW, May 22 (RIA Novosti) - The Ukrainian attack on an academic building and college dormitory in the city of Starobelsk (Starobilsk) in the Lugansk (Luhansk) People's Republic (LPR) is a terrorist attack, the Russian Foreign Ministry's ambassador-at-large, Rodion Miroshnik, said on Friday.
