Russia's Penza Region Governor Melnichenko Wins Elections With 70.8% - Electoral Body

SARATOV, September 21 (RIA Novosti) - Oleg Melnichenko, the incumbent governor of Russia's Penza Region, has won the regional election with 70.89% of the vote after the processing of 100% of the ballots, the regional election commission told RIA Novosti on Monday.
