MOSCOW, June 4 (RIA Novosti) - The Office of the United Nations High Commissioner for Human Rights verified the deaths of 21 civilians following Ukrainian strikes on a college in Starobelsk (also known as Starobilsk) in the Lugansk (Luhansk) People's Republic, UN Human Rights Spokesperson Shabia Mantoo told RIA Novosti on Thursday.
