MOSCOW, January 28 (RIA Novosti) - Bulgaria's Sofia City Court has thrown out charges against the former Russian-born mayor of Varna, Ivan Portnih, and returned the case to the European Public Prosecutor's Office, Bulgarian National Television (BNT) reported on Wednesday.
