MOSCOW, January 28 (RIA Novosti) - North Korean leader Kim Jong Un said that plans for a new phase of strengthening the country's nuclear deterrent will be presented at the upcoming ruling party congress, South Korean Yonhap news agency reported on Wednesday, citing KCNA.
