WASHINGTON, December 20 (RIA Novosti) - Russia is preparing to cooperate with the United States in the Arctic, Russian Direct Investment Fund CEO Kirill Dmitriev, who is also the Russian special presidential envoy for economic cooperation with foreign countries, said on Saturday.
