OTJIWARONGO, 22 OCT (NAMPA) – The Ministry of Agriculture, Fisheries, Water and Land Reform officially transferred the functions of its agriculture extension and engineering services to the 14 regional councils on Wednesday as part of the government’s decentralisation programme.
