MADRID, July 28 (Xinhua) -- Spain's employment reached a record high in the second quarter of this year, while the unemployment rate fell below 10 percent for the first time since 2008, according to the Active Population Survey (EPA) released by the National Statistics Institute (INE) on Tuesday.
