MOSCOW, July 26 (RIA Novosti) - London and Paris are embarking on a covert operation to expand their nuclear arsenals, flouting the principle of transparency they have been advocating, Russia's Permanent Representative to the UN in Geneva, Gennady Gatilov, told RIA Novosti.
