The EU's foreign policy chief on Monday expressed regret that the bloc failed to agree new sanctions on Russia for the fourth anniversary of the Ukraine war, after Hungary vetoed the move. The 27-nation bloc has been pushing to impose a new round of economic punishment on Moscow as the Ukraine war hits the grim milestone on Tuesday.
