MOSCOW, December 18 (RIA Novosti) - European Commission President Ursula von der Leyen said on Thursday that she had full understanding of Belgium's concerns over the risks of seizing frozen Russian assets to back the reparations loan to Kiev, adding that all EU member states should share those risks.
