MOSCOW, July 16 (RIA Novosti) - Russia's central bank could lower the key interest rate by 2 percentage points during its upcoming meeting on July 25, Chairman of the Russian State Duma Committee on the Financial Market Anatoly Aksakov said on Wednesday.
