(Updates throughout) MOSCOW, September 21 (RIA Novosti) - Four parties are projected to enter the lower house of the Russian parliament by party lists, according to the early results published by the Central Election Commission (CEC). Russians voted to elect lawmakers to the State Duma over three days starting Friday. The CEC's preliminary results will be announced on September 21​​​.
