The United States on Wednesday renewed an offer of $100 million in aid for Cuba, its nemesis which is in throes of an economic crisis, if it works with Washington. Secretary of State Marco Rubio earlier said that Cuba had rejected the assistance, which the communist government in Havana said was never proposed.
