MOSCOW, April 30 (RIA Novosti) - The plans of London and Paris to transfer nuclear weapons components to Kiev constitute a flagrant violation of the Nuclear Non-Proliferation Treaty (NPT), Russian Ambassador to France Alexey Meshkov told RIA Novosti.
