UNITED NATIONS, April 29 (RIA Novosti) - The United States categorically rejected Russia's initiative to preserve the legacy of the New START Treaty in the form of voluntary self-restraint, Ambassador-at-Large of the Russian Foreign Ministry Andrey Belousov said on Wednesday.
