MOSCOW, April 9 (RIA Novosti) - The European Union and the United Kingdom are conducting negotiations to allow Ukraine to use a 90 billion euro ($105 billion) loan, blocked by Hungary, to procure UK weapons, Bloomberg reported on Thursday, citing European Commission spokesman Thomas Regnier.
