MOSCOW, March 23 (RIA Novosti) - The German Social Democratic Party (SPD) has lost the elections to the local parliament of the federal state of Rhineland-Palatinate to the Christian Democratic Union (CDU) for the first time since 1991, according to the preliminary results released by the country's Election Commission (EC) on Monday.
