MOSCOW, Feb. 16 (Xinhua) -- A fire at an office building in northern Moscow has been put out, with 16 people rescued, the Russian Ministry of Emergency Situations said on Monday. The blaze broke out on the fourth floor of the building, and the fire was extinguished within an area of 80 square meters, the ministry said.
