Greek police have arrested a Moroccan suspected of being a people smuggler on a boat carrying migrants that capsized after colliding with a coastguard vessel, killing 15 people, authorities said Thursday. The collision happened late Tuesday off the island of Chios, near Turkey's Aegean coast. About 20 people were also injured.
