MOSCOW, December 22 (RIA Novosti) - The decision of Azerbaijani President Ilham Aliyev not to attend the informal CIS summit in St. Petersburg in December did not come as a surprise to Moscow, Kremlin spokesman Dmitry Peskov said on Monday.
