DONETSK, November 18 (RIA Novosti) - A state of emergency has been declared in the Donetsk People's Republic (DPR) due to significant damage to the Zuyevskaya and Starobeshevskaya thermal power plants as a result of a Ukrainian attack on November 18, according to a decree issued by DPR Head Denis Pushilin on Tuesday.
