WINDHOEK, 15 SEP (NAMPA) – The State is challenging a psychiatric evaluation that declares Richard Hoaseb, a man convicted on multiple rape and housebreaking charges, mentally ill and not criminally responsible.
He appeared in the Windhoek High Court on Monday, before Judge Dinah Usiku.
Hoabeb was arrested in September 2024 after a string of violent crimes committed in Gobabis. It is alleged that he broke into the shack of two women in December...
