WINDHOEK, 15 SEP (NAMPA) – The State is challenging a psychiatric evaluation that declares Richard Hoaseb, a man convicted on multiple rape and housebreaking charges, mentally ill and not criminally responsible.
He appeared in the Windhoek High Court on Monday, before Judge Dinah Usiku.
