MOSCOW, July 7 (RIA Novosti) - The German Defense Ministry has prepared a bill considering a return to conscription in cases of extreme necessity, the Spiegel newspaper reported on Monday, citing a corresponding document from the ministry. The federal government is given the possibility to "initiate compulsory conscription of reservists' with the approval of the Bundestag," according to the document.
