Ambassador and Permanent Representative of the Palestinian Authority to International Organizations in the Netherlands Ammar Hijazi (R) attends the first day of hearings of the International Court of Justice (ICJ) in The Hague on October 22, 2025, to issue an advisory opinion on Israel's obligations to provide assistance in the occupied Palestinian territories. The top United Nations court on October 22, 2025 began its ruling on Israel's obligations towards agencies providing humanitarian assistance to Palestinians in Gaza, as aid groups scramble to scale up assistance following a ceasefire. The UN asked the ICJ to clarify Israel's obligations, as an occupying power, towards UN and other bodies "including to ensure and facilitate the unhindered provision of urgently needed supplies essential to the survival" of Palestinians. An ICJ opinion is not legally binding but the court believes it carries "great legal weight and moral authority". (Photo by Koen van Weel / ANP / AFP) / Netherlands OUT
