Russia has arrested a foreign citizen it accused of trying to launch a surveillance drone over Moscow to help Ukrainian intelligence plot an attack on the Russian capital, officials said Friday. The FSB security service said it had detained the individual -- whose nationality it did not specify -- in northern Russia while he was trying to flee into neighbouring Norway on foot.
