ASTANA, March 15 (RIA Novosti) - Voting in Kazakhstan's referendum on constitutional changes has concluded, with turnout reaching 73.24% as of 15:00 GMT, Deputy Chairman of the Central Referendum Commission Mukhtar Yerman said on Sunday. Polling stations for the national referendum on the draft new constitution opened across Kazakhstan on Sunday morning.
