WINDHOEK, 13 MAR (NAMPA) – Popular Democratic Movement (PDM) leader McHenry Venaani says the frequent administrative transfer of funds (virements) weakens fiscal discipline and undermines accountability.
Presenting his input during the budget debate in Parliament on Thursday, Venaani called on the government to strengthen project planning before allocating funds, stating that such practices reduce the effectiveness of spending in critical sectors...
