MOSCOW, March 12 (RIA Novosti) - The plan of some EU nations to grant Ukraine bilateral loans in place of the 90 billion euros ($104 billion) in joint EU funding would put a heavy burden on European taxpayers, Russian Foreign Ministry spokeswoman Maria Zakharova told RIA Novosti.
