MOSCOW, October 23 (RIA Novosti) - The European Union has added Oleg Osipov, Russian Security Council Deputy Chairman Dmitry Medvedev's aide, to its 19th package of sanctions against Russia, according to a document published in the EU's official journal on Thursday.
