GUANGZHOU/FUZHOU, Aug. 13 (Xinhua) -- At 1 p.m. Wednesday, the flood control headquarters in south China's Guangdong Province raised its emergency typhoon response from Level III to Level II in anticipation of Typhoon Podul.
