Ballot paper shortage sparks frustration at Elisenheim

WINDHOEK, 27 NOV (NAMPA) – Residents of Elisenheim in Windhoek endured long delays and scorching heat on election day as polling stations ran out of ballot papers.
Despite opening on time Wednesday morning, only 800 voters were able to cast their ballots, leaving long queues of frustrated eligible voters waiting for additional papers to arrive.
